We are a 510(c)3 nonprofit based in Saint Paul, MN. Our mission is to promote affordable utility service for low- and fixed-income Minnesotans. For over 30 years, we have been advancing that mission in three ways: advocacy, affordability and weatherization.
Advocacy
ECC advocates at the state legislature and the Minnesota Public Utilities Commission on behalf of low- and fixed-income utility customers. Over the course of our history, we have secured legal protections for low-income Minnesotans that help them avoid disconnection and negotiate payment plans with utilities that they can afford.
Affordability
ECC has been a leading voice on pushing utilities in Minnesota to develop energy assistance programs for low-income customers. We directly administer programs for Xcel Energy and Greater Minnesota Gas to help customers receiving LIHEAP secure additional assistance to keep their bills below 3 percent of their income.
Weatherization
Last but not least, we administer weatherization programs for low-income customers of Xcel Energy. At no cost, customers can receive energy efficiency improvements like insulation, wiring upgrades and energy efficient appliances.
All three programs advance one mission: helping low-income Minnesotans afford their lives.
