Fighting for affordability since 1988

For over 30 years, ECC has been fighting to ensure that low-income Minnesotans can afford utility service. From legal protections for those facing disconnection to investments in supplemental energy assistance and low-income energy efficiency programs, ECC has been at the forefront of the fight for safe, reliable and affordable utility service.

Key Advocacy Accomplishments

1992

Making affordability a priority

Thanks to ECC’s advocacy, the legislature passes a law that requires that the Public Utilities Commission take into account customers’ ability to pay. This requirement forms the basis for much of the work to come over the following years.

2000-2002

The POWER Coalition defeats deregulation

Working in partnership with the POWER Coalition - a broad alliance of labor unions, environmental groups, and cooperative and municipal utilities - ECC helped defeat efforts to deregulate Minnesota's utility system. This landmark victory ensures that working people can continue to have their voices heard in the regulation of utility service.

2004-2010

Partnering with Red Lake Nation

Over the course of six years, ECC partnered with the Red Lake Nation to fight discriminatory practices by the Beltrami Electric Cooperative and establish energy conservation and renewable energy programs.

2025

Preventing disconnection during extreme heat and AQI

ECC and partner organizations secured guarantees that Xcel will reconnect customers during periods of extreme heat and air quality incidents (AQI). This pivotal ruling by the Public Utilities Commission protects the health and well-being of Xcel's lowest-income customers facing the harmful effects of climate change.
