Power ON and Gas Affordability Program (GAP)

Energy CENTS administers two affordability programs: Xcel Energy's POWER On Program and CenterPoint Energy's Gas Affordability Program (GAP). Before customers can enroll on either program, they must receive funds from the Energy Assistance Program (EAP). (To find your local EAP Provider click here.)

Power ON and GAP work very similarly. Both programs:

Both programs are designed to make utility bills more affordable, to encourage customers to make consistent payments, and to lower the costs associated with the utility's attempts to collect payments from customers with limited resources.

Background

Energy CENTS has successfully advocated the creation of low-income energy affordability programs. In 1994, Energy CENTS worked to pass the Minnesota Law that requires Xcel Energy to provide an electric bill discount to customers receiving Energy Assistance. All Xcel Energy Assistance Program (EAP) customers receive either a flat discount or are eligible for the POWER On Program.  Each year, this discount provides over $5 million in supplemental energy bill payment assistance to eligible Xcel customers.

In 2006, Energy CENTS intervened in a CenterPoint Energy rate case successfully advocated for an affordability program for Minnesota's CenterPoint Energy EAP customers. In 2007, ECC helped pass a law that required all natural gas utilities in Minnesota offer similar affordability programs.
